Scrap Article 4

Article 4 will do nothing to address issues such as anti-social behaviour and untidy properties whilst being detrimental to students and young people. Back our campaign to scrap it. 

Article 4 is a piece of legislation designed to prevent houses being converted to Homes of Multiple Occupancy (HMOs) without having planning permission to do so.

However, we believe Article 4 will be detrimental to students and young professionals who rely on HMOs for accommodation, as limiting the supply of HMOs will cause accommodation costs to soar whilst doing nothing to tackle the existing problems concerning anti-social behaviour and untidy properties.

It is our belief that a mandatory landlord licensing scheme will help to tackle some of the issues while maintaining high standards of housing across the city.
